Recruiting in season 2 is a three-step process (over 3 sessions) to get a player.  Ideally you should participate in all 3 steps to get a player, but you can just participate in steps 2 (visit) and 3 (committment).  

It all starts with step 1 where you begin recruiting a player.  Below is what you will see in session 1.  It costs the star rating * 5 to complete step 1.  So to start recruiting a 4-start athlete you spend 20 RPs.

In session 2, you'll see two sets of recruits: one set that is brand new (committing in session 4), and the same ones from session 1 that have moved to session 2 of the recruiting process: the visit. 

For step 2, if you decide to offer an official visit to the player it costs that same amount of RPs from step 1: 5 * star rating.  HOWEVER, if you didn't recruit them in step 1 you can still offer an official visit but at a higher premium: 4 * (star * 5).  So a 5-star you didn't recruit in step 1 will mean you would spend 100 RPs to begin a late step 2 recruiting.  

In session 3 you'll not see all three steps with a new set of recruits being available, some in the official visit phase, and finally recruits you can spend RPs to sign for next season. The last one will look more like the format of last season.  In my example I have put in a "bid" of 402 and 355 RPs on two players.  Note that those are the ONLY TWO players I can try to sign.  That is because in phase 2, I offered the official visit to those two players.  I cannot sign any of the other 4 players in session 3. I can only sign Aidan Beltran and Abraham Vigoda.
